I am directed by the Comptroller and Auditor General to acknowledge the receipt of Mr: H.Bertram Cox's letter, No: 24729 of the 12th ultimo, forwarding a copy of a des- patch from the Governor of Hong Kong relative to the dis- tribution of the work of the Audit Staff of the Colony and requesting the opinion of the Comptroller and Auditor General on the points raised therein.
2. In reply, I am to acquaint you, for the information of the Earl of Crewe, that a copy of the statement attached to Enclosure I (D) of the Governor's despatch showing the dis- tribution of work in connection with the audit of the Treasury Post Office and Money. Order Office Accounts had already been furnished to the Comptroller and Auditor General by the Local Auditor with an intimation that the efficiency of the Audit
had been called into question.
3. From an examination of this Statement it appears to the Comptroller and Auditor General that the work which has been entrusted to the Portuguese Clerk is of a simple and mechani- cal nature, and such as is usually done by the subordinate staff in other Colonies, and he is unable on general grounds to endorse the opinion of the Treasurer and Postmaster Gene- ral that *all the items under 'Clerk' should be examined by "the European Staff" for it appears to him that if such work as casting and the comparison of counterfoils with book entries can not be entrusted to a subordinate official, especially when, as is shown in the Statement, this work is subject to
